Indonesian flag vs foreign flag yacht comes down to this: an Indonesian-flag yacht is entered in the Daftar Kapal Indonesia by a citizen or Indonesian legal entity, with Surat Ukur, deed and nationality certificate. A foreign-flag yacht may instead enter on a Vessel Declaration, a temporary import of up to three years, without commercial charter.

Flag decides which rules apply to the boat, who can own it and what it may do. Choose it before you pay, because changing it later costs time and sometimes a lot more. This is a summary of public sources, not legal advice.

Being physically in Indonesia does not make a boat Indonesian. An Indonesian-flag vessel is one entered in the Daftar Kapal Indonesia, and that entry is what gives it nationality.

What does the Indonesian flag require: Daftar Kapal Indonesia, Surat Ukur and a nationality certificate?

The transport ministry material we found points to Permenhub PM 39/2017 on ship registration and nationality. A KSOP service guide still cites it, but we have not confirmed whether later rules changed it, so ask the registry which text applies today.

The usual chain has three links:

  1. Measurement. The boat is measured and receives a Surat Ukur, recording dimensions and tonnage. Data on it must fit the actual hull.
  2. Registration. The owner registers with the registrar and receives a Grosse Akta Pendaftaran Kapal, which also serves as evidence of ownership.
  3. Nationality. The boat receives a nationality document, the type of which depends on size.

A KSOP service standard on the Directorate General's site, as summarised in our November research, gives a minimum of GT 7 for a Surat Ukur, Surat Laut for GT 175 and above, and Pas Besar for GT 7 to below GT 175, with Pas Kecil for smaller boats. We could not reopen that PDF to confirm the wording, so treat this as limited verification and get written confirmation from KSOP or the Syahbandar.

A foreign-bought boat can also come onto the Indonesian register. Ministry text says no separate procurement permit is needed for a foreign vessel to be registered as Indonesian, but safety requirements, pollution prevention rules and valid documents from the previous flag all still apply. Customs and tax do too.

How does a foreign flag work: Vessel Declaration, three-year limit, no commercial use?

Kemenkeu's customs learning site says temporary import of foreign tourist vessels falls under PMK 261/PMK.04/2015 jo. PMK 123/PMK.04/2017, for up to three years, using a Vessel Declaration on entry and re-export. Lexology's law-firm note adds that it works as temporary import, guarantee and re-export together, with import duty relief.

Noonsite says yachts must register through the portal at yachters.beacukai.go.id. A sailor's comment from June 2026 says the old system has been replaced with a similar new one, so check before you arrive. The older CAIT and TIP have been replaced by this process.

On use, the Directorate General says the regime is for the owner's non-commercial tourism, with no commercial charter and no embarking or landing of paying passengers. Full detail is in our Vessel Declaration guide.

We have left out the number of designated yacht ports, because sources conflict. Check the current ministerial regulation for the port you plan to use.

What do Malta, Cayman and Marshall Islands ask for, with fees left to the source?

Buyers planning to keep a foreign flag often consider these registries. Each has eligibility rules for owners, so check before assuming your structure qualifies.

A wooden yacht can raise extra questions on a foreign register, particularly on tonnage measurement and survey. Ask the registry whether a traditional wooden hull with no builder's paperwork would be accepted, before you buy it for that plan.

Which flag options suit a yacht bought in Indonesia?

Start with the plan rather than the registry. These scenarios show how the route tends to follow from it. Treat them as questions for your lawyer rather than answers.

Can foreigners register a yacht in Indonesia? As the sources describe it, registration under the Indonesian flag runs through citizens and Indonesian entities, so the question turns on the owner. The wooden yacht registration process follows after that decision.

Which registry documents will you be asked for?

Vesselflag's registration checklist lists items registries commonly want. An Indonesian hull moving abroad may need several of these prepared from scratch.

  • Proof of ownership, such as a bill of sale.
  • Builder's certificate for a new boat, or deletion certificate for a used one.
  • Tonnage certificate.
  • Insurance.
  • Radio licence and MMSI.
  • Owner's company documents, if a company is the owner.

The Indonesian list differs. Sellers should have the Surat Ukur, Grosse Akta, transfer history, mortgage status and nationality document. Our guide to title documents explains each one.

What will it cost in PNBP and registry fees, and what has no public source yet?

Indonesian service fees follow the PNBP tariff. A 2025 DJPL technical guide refers to PP 15/2016 on PNBP types and rates. Pay what the tariff says on the date of service, and do not rely on old figures.

These items have no verified public figure in our research, so we leave them blank rather than guess:

  • PNBP amounts for measurement, registration and Pas documents.
  • Notary charges for the deed.
  • Official timeline for a change of name.
  • Import duty for HS 8903. Check the BTKI tariff book at Bea Cukai.
  • Local agent charges.

On tax, DJP states the luxury tax on yachts is 75 percent, with an exception for yachts used in a tourism business under PMK 96/PMK.03/2021. The exception does not mean the tax is gone for private buyers.

Who should you consult: a licensed Indonesian maritime lawyer?

Yes, and before you sign. Bring these questions:

  1. Given my planned use, which flag fits?
  2. Can my intended owner lawfully hold the boat under that flag?
  3. Which permits will the operating company need?
  4. If the boat has foreign history, what must customs clear?
  5. How long will the process take at this office?

Ownership questions continue in our foreign ownership guide, and the order of events is set out in the nine-step buying process.

What do owners ask about flag and registration?

Short answers follow. For anything with money attached, get a written answer from the office or a lawyer.

Can I change a yacht's flag after buying it?

Often yes, though it takes time. A move to a new register generally needs a deletion certificate from the old one and the new registry's documents. Going onto the Indonesian register requires an eligible owner and valid previous-flag documents.

How long does Indonesian yacht registration take?

We found no verified official timeline. It depends on document completeness, physical measurement, any mortgage, the office and import issues. Ask KSOP or DJPL for a written estimate before you set a closing date.

What are the requirements to register a yacht in Indonesia?

Ministry material describes an eligible owner, measurement with a Surat Ukur, entry in the register with a Grosse Akta, and a nationality document matched to size. Confirm the current checklist with your local KSOP.

Can a foreign-flagged yacht operate commercially in Indonesia?

Not under the foreign tourist yacht regime, which is for own, non-commercial use. Domestic sea transport generally uses Indonesian-flag vessels, and foreign-vessel permits exclude passenger carriage. Ask a licensed maritime lawyer about your specific plan.

Does the asking price include registration?

The published prices we quote exclude registration, and sellers rarely include it. Ask who pays for the deed, the change of name and any flag change, and write the answer into the contract.

Which sources support this page?

These are the sources behind the facts above. Where a source is a commercial consultant, a snippet or a third-party guide, the text says so.
